Constitutional Amendment No Progressive Income Tax Be Prepared for the Ballot

In November, Illinois voters will consider changes to the Illinois Constitution in Article IX, Section 3.  As is currently written, the Illinois Constitution is explicit that a tax on income shall be non-graduated.  The amendment would remove this limitation and instead opens the door for lawmakers to pass a new income tax rate structure.  If the amendment is approved by voters in November, a new progressive income tax rate structure- already agreed to by lawmakers- would take effect.

 

All registered voters will be mailed an informational pamphlet ahead of the November election.  The pamphlet will provide an explanation of the proposed amendment, arguments in favor and arguments against the amendment, and the form of the ballot.  The language in this pamphlet was agreed to by the General Assembly.

 

Farm Bureau is asking voters to vote against the Amendment.  The Amendment gives the Legislature the power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

 

Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

 

In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

 

Vote No in November.
